CPT codes 99050 and 99051

In our state if we bill 99050 or 99051 with an injection code (95117 or 95115) the carriers will treat as an E&M code and apply to the pt's co-pay. Has anyone had any luck getting insurance carriers to pay and not apply to the co-pay?
